No manufacturer publishes a formula
We went looking. Cosori and Philips publish per-food charts and stop there. The USDA's own air fryer page gives a working range — most foods want 5 to 25 minutes somewhere between 350 °F and 400 °F — but no arithmetic for adapting an oven recipe. The “25 °F and 20 %” everyone repeats online has no official author.
The best source is a university
University of Illinois Extension states it directly: “reduce temperature by 25 to 30°F and reduce cooking time by 20%”. Note the 25 to 30 °F — the rule was never as precise as the round number suggests. Sources that quote a figure land between 25 and 50 °F on temperature and 20 % to 25 % on time.

What they encode is uncontroversial: a small basket sits closer to the element and runs ahead of the rule; a large oven-style or dual-basket unit has a bigger chamber and behaves more like the oven the recipe was written for. We would rather say that than dress a guess up as data.
